Delawareans may be able to vote directly on proposed constitutional amendments, under a new bill in House. This proposed amendment to the Delaware Constitution (House Bill 440) would create a "framework" for the General Assembly to hold a referendum on a proposed amendment "in lieu of re-passage in the next General Assembly.
