ANKARA — Turkish President Recep Tayyip Erdogan and British Prime Minister Keir Starmer signed a formal agreement on Monday for Turkey to purchase 40 Eurofighter Typhoon jets from the European consortium that manufactures the aircraft, concluding negotiations that dragged on for more than a year.
