Use GIF Resizer Navigate to the GIF Resizer page on Toolson.net (link in Resources) and click on the "Resize Gif" button. Click "Browse" to open the File Upload window.

Select the GIF file from the dialog window and then click "Open." Click the "Expert" button near the top of the screen if you're opening an animated GIF in Photoshop Elements for Windows.
